BC shifts from fragmented childcare to a unified, inclusive system:
Better Access to Affordable, Quality, Inclusive, and Efficient Childcare
1. Challenge:
Childcare concerns include long waitlists, high demand, caregiver shortages, and regional disparities.
In British Columbia, rising childcare concerns include long waitlists, high demand for limited spaces, shortages of qualified caregivers, and regional disparities in service availability. Despite efforts to reduce fees, many families still struggle to find affordable, high-quality care.

2. Respond:
Studied other provinces across Canada during the jurisdictional scan to find out who closely aligned with the Government of British Columbia in child care system
To address childcare issues in British Columbia, we conducted a detailed jurisdictional scan across Canadian provinces. This process involved studying and comparing various childcare systems to identify which regions had models most closely aligned with the goals and needs of the Government of British Columbia. By understanding these best practices and successful strategies, we formulated a comprehensive plan to improve and unify the childcare system in BC.

3. Impact:
Developed "ART OF THE POSSIBLE PERSPECTIVES"
Concreteness of the plan which can be accomplished in real-world scenarios.
01

The Government of Alberta's strategic monitoring and impressive milestones in childcare face growing pressures from increasing family settlements, challenging their ability to meet the CWELCC Agreement by 2026.
02

The Government of Manitoba has met its CWELCC Agreement with impressive investments in early learning and play-based programs. Their efforts set a benchmark for high-quality, accessible, affordable, and inclusive childcare.

03
Ontario is close to meeting the CWELCC Agreement, but faces challenges from high demand, limited childcare spots, and a staffing crisis due to underpaid workers. Meeting the 2026 CWELCC goal might be challenging.
